DB- this made me remember something from my time in the UK- 1976-1986.And, how things have changed. Britain had and still has an "Official Secrets Act". Deal was, back then (pre- or at the dawning of the internet) that UK reporters would phone US libraries and librarians for information what was available in the US, but not in the UK, because of their OSA.
